Both of those deals above seem to be historic lows (besides the Humble Monthly). However, all of the mechanic updates from Rise and Fall (in Gold) are also present in the latest Gathering Storm expansion. So if you don't care about any of the extra civs listed above, you may be better off getting the Base Game and Gathering Storm.
